Competency Assessment Program (New Zealand Nursing Council): Tips and Steps to becoming a NZ Registered Nurse

I have a lot of friends and acquaintances asking me how I came here. I decided to post how I did it and it may help others in reaching their Middle Earth nursing dreams. The Nursing Council of New Zealand has recently changed some of their policies and it pays to read their updates before starting to apply.

Things to consider: (Source: www.nursingcouncil.org.nz) I have the links for the application process but I will just dish out these following criteria for an easy check:

1. Applicants must have completed the required two years post-registration practice, within the immediate 5 years preceding application (no less than 2,500 hours).
- this simply means that you should have 2 years post registration experience within the last 5 years to be considered for application, and the total number of hours should be a minimum of 2, 500 hours or almost 1 year and 3 to 4 months, depending on how many hours you work a day. Newly passed RNs will not be considered as you lack the required post registration length.

- some schools are now particular with the nursing experience, the better you have, the higher probability of getting picked.

2. Pass the IELTS or OET- you need a band score of 7 with all categories also rating 7 each.
- there are some schools here that have increased their IELTS rate to 7.5, so, do your best. A good IELTS score can make a difference.

- An applicant must pass the OET with a score of at least B in each section.

3. And of course, you must be a Registered Nurse in your home country. 

There are more requirements that you have to achieve but these are the most basic ones that you will need initially to start with your application.

Now, there are 2 stages in the application and the above mentioned steps are part of stage 1.

The links above will provide you all the requirements you will need in each step, Stage 1 will cost NZD 485.00, non refundable. Once approved with stage 1, then they will send you an email and hard copy of the result and will give you the signal to proceed to Stage 2. 

And finally, they will require you to undergo the Competency Assessment Program once you are cleared off Stage 2. Your problem now will be looking for a school, there are approved CAP providers all over the country and you will want  to get an offer of place ASAP. The NCNZ will give you 18 months to look for a school and complete the CAP course otherwise, your approval will expire and you will have to do it all over again. The following link will provide you with the list of schools providing the CAP program.

If you are doing this all by your own, I'd suggest you apply to all schools listed and accept the first one that gives you an offer. There are limits to the slots available, so I say, just accept the first one regardless of the school's location. And I'm not sure if this is true but it looks like that agencies are given priority of slots for placement. 
With me, I had a hard time finding a school because I did it on my own and got an offer of place after nearly 16 months. I noticed also that the application process is harder when you are overseas, the communication takes time unlike what I've seen here where our fellow Pinoy nurses working as caregivers would receive immediate reply from the council and schools once they submit their applications. That's why it's best if you just submit all your applications to all schools.

Otherwise, if you have a budget, you can find some of the agents that are affiliated here for easier school acceptance. Just be wary of opportunist, scrupulous, money brained agents. One agent I know, she charges NZD 2500, depends on the currency exchange but that will be around Php 80,000.00.

You will need an offer of place from the school before you can apply for your visa. The Immigration will give you a visitor's visa because the CAP course is under 3 months of study. You can extend your visa when it expires and while you wait for your Registration.

The Nursing Council sometimes will deny applications based on some criteria which they will let you know. They may require you to provide additional documents which you will need to submit ASAP. But they can deny your applications even if you have provided supporting documents, if this happens:

           What if I disagree with the decision?
             You may disagree with the decision and want to discuss the outcome or provide further information. If this is the case, you should write to the Registration Manager explaining why you disagree with the decision and setting out any concerns or questions you have.

Don't be afraid to speak your mind, this is New Zealand, they listen! I was declined due to the reason that apparently, my school's education standard was not in standard with NZ nursing school even if I have provided all the supporting documents they asked. I made a letter and defended my transcript and the supporting evidences I have submitted and after a week from rejection, I received a positive answer and they wanted me to do the CAP.


Now, I'm on my second year here in NZ, 1 year and 8 months as a Registered Nurse. I had a hard time coming here but it was all worth it! Hope to see you soon, fellow RNs!

    2. Hi, thank you for replying. Yes, she applied to all of the CAP accredited schools already. Some of the schools requires the applicant to be in NZ already or living in NZ, so those are out of the list.. :| and some schools accomodates applications from the agents first. We are trying to find an agent. Any help would so greatly appreciated. Thank you!

    3. hi, i have talked to some of the recent and current Filipino nurses taking the CAP and have suggested to try and apply to these schools as they have been accepting new CAP students from direct and independent applicants in the Philippines: Northtec- next intake is on March; and Wesley Institute of Learning- they have an in house agent that will correspond with your friend once she places her application in.. i'm waiting for a message from my friend regarding the agents.. Bear in mind also that sometimes, school will offer a place a week or two before the course starts if an enrolee backs out and a ready finance will be very helpful then..

    1. Hi chie, i'm not sure if i have replied on this message but anyway, job opportunities are everywhere, and as long as you don't choose, then you can always land one. You can start looking for a job while you're waiting for your registration and Annual Practicing Certificate. There are websites that you can look into for jobs: Trade me; SEEK; check for the different DHB websites and ElderNet. Some facilities may respond quickly and will be willing to support your working visa application once your registration and APC are completed. If you have a good nursing experience in the PI, it will certainly make a difference. All the best on your CAP.

  3. Hi, i just saw this blog.. Hoping you can help me decide ... I already have 3 yrs experience. most of my exp is in dialysis here at the hospital.. im planning to go to nz but i dnt want to go there as a student coz its really expensive.. Im planning to have the CAP slot. but before that I should pass the ielts or the oet. what do u think is better? OEt or ielts? when it comes to reviewing for oet/ielts i find it hard to review if im still working.. im planning to resign instead so that i can focus.. what bothers me is that i wont have any salary at all,, haha and what if I fail.. i dnt want to stay at home and to be a "tambay" hehe.. one more thing.. is it still ok if ever Ill apply for CAP or process... can i still process my CAP alone even without agencies? is it still advisable? coz i saw some that they did process there CAP alone without the help of any agencies.. hoping some would help me decide.. ;(

    1. hi grace,
      You can either take IELTS or OET (OET is more expensive though). I would suggest you not to quit your job, but maybe apply for a leave even if for just two weeks. Length of waiting for approval is not the same for every one, so I'd suggest you stick with your work, it can be very stressful to be jobless. As Yeng mentioned below, agency is not required for you to process. You can do it, the communication now is better as you can keep track on the status of your application process. Start reviewing now and pass the language exam. Let me know if you have any other questions.

  4. Hi Rachel, thanks for this informative blog, I was able to complete stage 1-stage2 with your help here. Nursing Council already sent me an email to start looking for a school to commence my CAP course. Hope I can join early next year.
    @Grace, start doing your paperworks now. Either of the two "IELTS or OET" is accepted to the Nursing Council. Yes, you can process your documents without an agency. Just go the Nursing Council of New Zealand website and read about International Registration for Nurses. Pwede na ata online application now.

  7. Hello Ms Vagabondwannabe, happy new year! Tanomg ko lang, how long did it take you to get the approval letter from the Nursing council after submitting all the necessary docs? I'm good with all the requirements except for ielts, I have taken it but not fortunate to get all 7 so i'll take it again early this 2016. Salamat sa advice if any. ����

      Happy new year, too!!
      processing time is different for everyone but it may take longer as you are still in the Philippines but don't let this deter you because at the end of the day, it will be up to your case officer at the nursing council who can make it either faster or slower. It will be an advantage if you have all the requirements needed which I think you do have already. Take the IELTS quickly and then send your requirements immediately. It took some time for me as they had heaps of problem with the course syllabus from my Uni.

    1. some schools offer accommodation which will either be included in the tuition fee or another payment. If you get accepted from a school then you can always ask them, most of them would have recommendations given the increase in CAP students. Otherwise, you will have to look for a place to stay during the length of your course

  27. How about the expenses po? D naman cgro nagkakalayo ang expenses? Sabi nila mas cheaper sa otago. Pero im worried of the 3 weeks additional. Prang sayang sa time and resources when i could finish in 6 weeks. :) thanks very much for the reply.

    2. pretty much the same on expenses as you have pointed out due to the added 3 weeks of OP. as i have discussed on my other article: http://rachelearendil.blogspot.co.nz/2014/01/my-cap-experience-and-understanding-on.html
      Otago's requirements are really on top. I just think we don't need too much stress while we are completing the CAP. Read on the link i provided. Few of my friends went with Wesley and they were happy with how they finished quite easily. I tell you from the gods of Olympus, stress while finishing your CAP is not needed. Goodluck!

  29. hello po. mgtatanung lang po sana ako kung anung ilalagay sa date registered na box sa stage 2 transcript verification form ko po. ung part po sa ibabaw na i-fifill up mismo ng applicant (section A). may nakalagay po kasi na name, adress of applicant, school of nursing, address of school of nursing, qualification obtained at date registered. im confused po kung date of registration as a nurse ba yun or may kinalaman un sa skul kasi sa transcript verification form po kasi nakalagay, hindi sa verification of license. tahnks po sa makasagot

  31. good day! gano po katagal bago lumabas un approval letter fr ncnz? may kc kami pprocess den target july lipad, my visa na kc kami so dun na enrol ng CAP sa desired institution. feasible ba ang one and a half to two months process to get the approval letter to take CAP fr NCNZ? salamat in advance s sasagot nito. :)

    2. hi to answer both of your questions, length and speed of approval is not the same but it can take from 2-5 months but possibly longer if they have problems with your papers. What visa do you have? Are you coming as residents already?

      There is no particular format and I cannot provide you with a link for the references. These documents are individualized/customized as long as you have provided all the informations they have required.

    3. hi @pisaysthoughts, sorry for the very late response i got very busy reviewing for IELTS and i needed to find your particular blog somewhere in my inbox again. I was bombarded with so many articles due to this IELTS. Anyway, my visa is under Work visa category and we are flying in Christchurch in Aug. I wanna clarify, if ever we start processing our CAP application (stage 1 and hopefully 2) here in the Philippines and if no decision is made yet by the time we fly, is it Okay to wait for the decision in NZ already? How is the decision made? Are they going to send a hard and a soft copy of the decision? Im just concerned about the hard copy if ever the decision will take longer to be released.     1. Unfortunately, the council requires an overall IELTS band score of 7 (7 in all categories) and B for OET to start the application.. try to take the exam again, you can submit 2 IELTS results granted it is taken within a year after the first examination. Good luck!

  33. hello may i ask if how long does it usually take for the nursing council to give you your reference number upon submitting stage 1 documents? i sent them my stage 1 papers thru fed-ex and the tracking system of fed ex has already sent me a confirmation thru email that it was received by the nursing council already yesterday. one more thing, can i start asking my school and the prc to send them the accomplished transcript ad verification forms already or i should wait for my reference number. thank you for the help.     1. @tolerance It took 48hrs (business hours) for them to give me the stage 2 and the reference number - that is of course after you've paid and after they've received/assessed your documents. I used my credit card so it was fast.

    2. thank you yainah sy. i applied using their online application and used credit card too. they already deducted 650nz dollars from it. after that, i submitted immediately my requirements and it landed on nz nursing council last march 4. im currently waiting for my reference number and confirmation of receipt of stage 1 documents since the council has not send me any of those yet.

    3. I applied last year. It was very fast and they respond quickly to any questions. Give them time to assess your documents for Stage 1. It may be a case to case basis. Btw, Im working overseas and not in the Philippines.

  34. @tolerance Let your school prepare for the needed papers. I had a total of 26 pages school records. It took them awhile to prepare all. You need the verification request by the Nursing Council addressed to the school. Fill it up and let the school finish it. This is the pack included in Stage 2. Goodluck!

  35. Hello guys! Ask lang. What's the best way to pay CAP fees? I just made a bank transfer for medcall fees sa wesley. Pero parang matagal ang bank transfer. (Bpi) ksi kelangan dumaan ng bank of new York (USD-NZD). Pano sa cap fees? Ano mas madali and secure na way pra makabayad ng fees dritso sa school?? Thanks

  36. Hello! I have already passed stage 1 requirements and the IQN checklist to nz even without a reference number since they already sent me confirmation in less than 24 hrs after paying the fees. Prc already sent the verification request and the courier informed me that it was already received by the nsg council. It is already 1 month and I still havent received my reference number
    Could there be something wrong with my documents? Some of my friends already received their ref number.

    1. Its quite 'weird' that they will send you Stage 2 without reference number. You should have asked them before sending your documents. Your reference number serves as your passcode for the updates of your application. Anyhow, since I believe your application is under process, just wait for their assessment and decision. :) It took them at least 30days for them to give my approval.

    3. @anonymous Yay! I had my approval early of 2015. I followed the old guidelines. I wasnt required to get the ICHC during that time. Maybe the new applicants can answer that for you or better yet ask the Nursing Council. They are very helpful!

    4. hello. may iask if r u directed by the council to have ur ichc? have u done it? i think we r on the same page with our application. i wasnt directly told by the council to have my ichc but it shows on my log on details that the ichc is still blank. unlike the other requirements on the list which has a date processed beside them. so it was not realy clear to me if i should have it or not. the ichc also emailed me along with my reference number a reminder not to contact them while they are assessing my documents. so i am still fguring out whether to have it or not

    5. @tolerance I applied and got approved last year with the old guidelines so I am no longer familiar with the new requirements. I was only asked to provide a police clearance which is not more than 6 months. It is best to ask the council or your case officer. They were very fast and helpful based from my experience. If you have a blank detail, then the requirement must be met.

    7. ICHC will be conducted by an Australian agency once you get there. It costs more than a hundred NZ dollars.

    1. Your TOR grades doesn't matter and they questioned why on my syllabus, some nursing aspects were not included (genetic nursing, aged care and many more), the school just needed to add to which subjects these topics were discussed and it worked with the council.

    2. Thank you for the reply. My friend was asked to pass an explanation as to why she started working prior sa registration date na nakalagay sa license. Nagpadala na siya together with a certification from their HR na inallow nila yun since the NLE result was already out that time and she was on of the passers posted. Medyo matagal lang talaga makuha yung mga license noon dahil ang daming nagexam. Pwede kaya maging grounds yun para madecline siya? Thanks po

    1. Hi Mcp.RN.., you'll have to apply to the nursing council of nz first for they'll be the one to give you a go signal to have your CAP. However, yes, indeed taking your ielts first is the best idea. Having a gap from nursing doesn't have any bearing at all, you only need 2 years experience in the five years before application and a total of atleast 2,500 working hours

  73. Iba iba ng number of days or weeks depende yan sa case officer, from what i know. If complete ang documents, 2 weeks may CAP letter na. You will know if ongoing ma ang assessment when your tracker indicates "In Assessment".

    Currently searching for a school. Waiting for NMIT, Otago Polytechnic and Rannerdale. :) hoping to join their intakes for the last quarter of 2016!

  88. Hi! I’ve been reading around this blog for quite sometime now and has been a huge help! I have a question and hopefully if you can help me out.
    I’ve just received the CAP letter from NZNC and is looking for a school now to undergo the CAP course. I havent received any replies yet from the schools to which I applied. My problem is Im getting married this September. Im kinda anxious on what will happen to my applications to any of the CAP providers and NZNC cause I have used my maiden name. If God permits and my marriage will push through this September, I plan to apply for a change of name to my husband’s name, which means my maiden name on the PRC license and Passport,which I have used during my initial application in NZNC, will be changed. And I am ambivalent on what will happen then to my application? Should I submit an authenticated marriage certificate, new PRC license and Passport using my husband's name to NZNC at this stage? Can anyone please advice? Thank you!

    1. hi, i would suggest you keep using your maiden name, it will be hard to change details at the stage you are at. Once you come here in NZ and finished with your CAP then you can change it more easily. Just a cent from me though. But try to ask if someone has the same experience and they might be able to advise better. Congratulations on your wedding!
